+Model Gefanna's rise to power like the rise of individual cities in the Roman Third Century Crisis. They're not declaring independence, they're having it thrust on them by the breakdown in communications and travel.
+Make it unofficial til they absolutely have to, on the upcoming RINC battlefield. They don't want to take that step unless they absolutely have to, and it becomes a necessity. But in the end, they have what they need as they become more self-sufficient from less supplies and communication over the course of the war.
