+No citizen's brigade at the beginning. Have Kelile make one to counter Dana and her "foreign intrusion" after escaping the underground. While it's mostly to vex Dana, it ends up being more against Tilahun.
+Have Kelile fight Dana for the first third of his story, then Tilahun for second third (citizen's brigade storyline), last third is suspicious cooperation.
+Dana should be very regimental. No fraternization with enlisted men. She doesn't realize thisisn't so much an army, but a cell, and her authority here doesn't come from rank, but from reputation and trust. She has to like these people to lead them, and they have to like her to be lead. Mulhare's authority only runs so long, as does Tilahun. Especially when Kelile begins his rival brigade.
