*The Citizen's Brigade should start out as a loose network of people, maybe former police forces, who have attempted to defend the town from State 3 themselves. They are a disorganized militia of "minutemen." Eventually they should be organized into an unofficial police force. Gafana natives protecting Gafana.
*Eventually Dana's troops will go from being a de-facto army-acting-as-police force, to an over all "Nation State Army." The Citizen Brigades keeps the peace for the town, the army keeps the peace for the area.
*The Underground should begin as perhaps a black market for medical goods. Hastily assembled under the emergency of the war and State 3 incursionsL. They're doing good work, for good reasons, in the wrong way. And they don't like outsiders coming in and ordering people around. Eventually, the underground will collapse as they lose perspective, and focus on getting Dana and the RINC troops OUT instead of serving Gafana.
*Kelile will be a member of the Underground. Whilehe's not as gung-ho as some members, he still pretty radicalized, and smart enough to keep his hands clean. When he dodges a guilty verdict when the Underground is shut down, he joins the citizen's brigade as a higher up. His zeal makes him a leader, and he does go head to head with Dana. But eventually, finally getting to know her, and work with her, and how she's put aside her patriotism for humanity, working with the people of Gafana, he warms up to her, eventually working along side as the civilian arm the new government.
