First step:

Using the needle nose pliers, open the wire of one of the barrel clips. Loop it through the ribbon clip, then bend the wire shut. Now you have a ribbon clip with a fastener on one end. 

You'll need (left to right):

• Measuring tape (it helps, but it's not required).
• Needle Nose pliers.
• Scissors.
•  Lighter, candle, or other controllable open-flame source.

You'll need (from left clockwise):

• Ribbon clips -- match these to the width of your ribbon.
• Ribbon of various kinds and shapes. One yard will be enough for one choker.
• Barrel clips or any form of fastener.
• Charms, broaches, or other centerpieces (optional).
